I think you can change the language on the menu screen to English - would jhave to check that though

• and where is the cheapest place to buy popular games?
• Also i have heard that ds lites are regeion free is that the case with the normal DS aswell?

We got ours from Play Asia and were able to change the language to English,there are instructions on the Nintendo website.
