Once it's past 56 days after the day after the parking event with no compliant NtK served, they are up the creek without a paddle - as POPLA will eventually tell them in their decision following your POPLA appeal.Appeal to UKPC once past 56 daysPlease note, we are not a legal advice forum. Appeal now as already advised. Include a one liner if you wish that the NTK is non PoFA compliant (double check as you have not shown us the back of the NTK).
If/when it is rejected, appeal to PoPLA as already advised.

I would appeal on friday 22 may personally , as keeper, using the blue text template and adding a short paragraph stating that UKPC have failed to comply with POFA so as keeper you have no liability and they should cancel the pcn

Compare the NTK line by line against the strict requirements of the PoFA to see if it is capable of transferring liability to the keeper. Construct a PoPLA appeal using all the relevant template points from the third post of the NEWBIERS and post the draft here for checking before you submit it.
What happened when the keeper complained to the landowner?
If the keeper is a resident of the place where the alleged event occurred, what does their lease/AST say about parking, permits, court etcetera? What it doesn't say is just as important.
If the driver was visiting a resident, what does and doesn't the resident's lease/AST say.
Has the keeper complained to their MP yet about this unregulated scam?

The OP is already past day 56 so I see no real advantage in waiting, but as you say, there is no rush as long as this second appeal is done before day 28 from issue of the NTK.
I still think the OP should complain to the BPA because their initial keeper appeal was ignored.
