URGENT LEGAL CHANGE: legislation to TURN OFF Solar PV and Battery to grid generation!

PLEASE READ AND RESPOND (to National Grid) BY 5th May 2020:
The attached is a proposal to 'switch off' your Solar PV or Battery to Grid (or V2G) generation..
This could come in to effect with NO COMPENSATION and possibly from 8th May 2020. and run through to October 2020 (ie th PEAK generation period for Solar PV!)
Overview: Due to the downturn in demand the grid operators are finding it difficult to balance the grid in terms of demand vs generation.
The proposal is to give them the LEGAL authority to turn off Solar PV and battery storage that goes into the grid!!

This cannot be ethical, fair or perhaps even legal?
I want to continue to generate GREEN ENERGY and my investment relies on getting paid to export to the grid (I personally receive NO feed in tariff)

The requirement for this is due to the unprecedented societal changes brought about by the COVID-19 pandemic which has led to demands out-turning up to 20% lower than predicted"

The October date is purely a "sunset date" when this emergency authorisation will cease to apply (unless extended). There is no suggestion that such temporary disconnection will last continuously from May until October.
Emergency disconnection may be required to maintain security of supply. Athough whether approved or not, such disconnection will probably still be made if required in an emergency and as a matter of last resort, to protect security of supply - but then put the DNO in an unclear legal position.

That is the green and ethical MoneySaving forum and the contributors are mainly solar enthusiasts. There is nothing in the proposal suggesting that solar is to be targeted; so in my opinion this general Energy forum is more appropriate.

If this isn't done as a last resort then the change to the grid frequency could cause blackouts similar to what we saw last year.
The main people they're aiming this at are solar farms etc. - generators that have enough export to actually make an impact.

I would much rather a few people not get paid any money for a few hours worth of export than have the country go into a blackout...1 -
This seems to be a rational reaction to a current problem (no pun intended). it makes no sense to try and fight it as the alternative is blackouts or even damage to equipment and the disconnections would happen anyway.The aim here is to give them the ability and the right to manage the grid efficiently and is certainly not targeted explicitly at home generators.0

I'm not quite sure how they will disconnect "home generators", without disconnecting the incoming supply.0
