Yes I seen that - I have read lots of people saying they got tickets but most are in railway stations etc and are in England.. I wasn’t sure about those notices issued in NI and in a hospital car park where APCOA have photos of the vehicle and their sign etc.1

There is no keeper liability in NI. As long as the driver is never identified, the keeper cannot be held liable there. The best way to ensure the driver is never identified in NI is never to contact the scammers.
Sadly this does not apply in England and Wales, and now Scotland (although the law has changed there the mechanism to hold a keeper liable has yet to be writ).
Do complain, as keeper, to the landowner/PALS/hospital trust/manager and your MP about this unregulated scam.

The date of the ticket is the law applied at the time. Future laws will apply from the date the new law is introducedJim434 said:

I have never known a law to be applied retrospectively, but you never know where politicians are concerned. The more people who complain to their MPs about the scam the less likely (you would hope) a change in law would be enacted, but nearly 8 years after keeper liability was introduced in E + W, Scottish MPs sold Scottish motorists down the sewer by introducing it.
It's a ridiculous law where a person who may not have been in the vehicle at the time, perhaps in hospital, on holiday, or on a gap year, can be held liable by an unregulated scumpany.
