Parking Eye - Barnet Hospital - ANPR Error

I saw something in a newspaper about the 'free parking' being twisted  to 'free parking between certain hours for certain groups'.  You can imagine how complicated the PPCs will make those signs and the mechanism to claim the exemption. 

Are shift workers meant to leave the Hospital to go and make a payment because it's gone 6pm or whatever and they've been there all day free, but haven't finished work yet?

Is someone sitting with thir dying loved one, supposed to look at their watch then leave to get change and pay after x hours?  It will be diabolical because no-one from a campaigner knowledge POV is being consulted.
