    As has been said (multiple times) trading standards enforce this. You cannot make a claim against this breach
    No, there are two offences: a criminal and a civil offence.  A criminal prosecution can be brought privately.

    No, there is no legal aid for private prosecution. 

    You really need to let this go.

    i suspect something fishy but don’t yet know what it is

    i need to speak to the LL to try to find out what is going on

    I'm generally a believer in politeness (indeed to the extent of often advocating dispute negotiation over home-baked cake!).
    However sometimes some direct straight-talking is best, especially when you've already been turned down, and are referring to leglislation....
