Your LL is probably well aware already as to why you cannot pay your rent, but, since he cannot at present apply for a possession order, it makes little difference. Why not just write to the LA and ask them to forward it?
something is fishy

Think they'll sort it quite quickly

all I want to do is negotiate with the LL and explain things to them how everything seems to have gone wrong for us financially during this crisis
im hoping we can negotiate a lower rent and a repayment deal, if not then we will have to move back in with out parents eventually when we do finally get evicted and he gets nothing for all those months0 -
If the landlord had wanted you to contact them directly, they'd have provided you with alternative contact methods. It's quite likely they're employing an agent in order that the agent deals with this sort of discussion on their behalf - and that even if you manage to contact the LL directly, they'll just tell you to talk to the agent anyway.0

The law is the law
if a tenant demands the letter of the law then that is that
if you don’t like it then try to change the law
gold luck with that0
