G24 are not members of the BPA's Approved Operator Scheme, so you will never get the opportunity to appeal to PoPLA.

You are right not to bother with an appeal to the IAS.

OP: a PPC can be members of both trade bodies but they can only be a member of the Approved Operator Scheme of one of those trade bodies at any one time.

Have you contacted the Gym to complain and insist that they cancel the charge?  I'd imagine the main barrier to doing so would be tracking down the manager at this time.  However he or she will surely still have a role, still be overseeing the place in some capacity.

As the gym has clearly failed to inform you about key matters such as direct debits, the visits were quite justified.  I just hope they are the landowners.  But even if they're not, they should tell you who is.  Detective work required to contact manager ASAP I think!  The landowner does have the wherewithal to cancel the PCNs so if dogged persistence is required it might well be worth the effort.

I have had a look G24's website (screenshot attached) and it clearly states that they are a member of the BPA. So if this is the case cant I insist I do my appeal through POPLA?

So they are members of the BPA.

They need to be members of the BPA's Approved Operators Scheme to participate in the PoPLA appeals process.

They are not members of the BPA's Approved Operators Scheme.

No, even though they show a BPA member logo, they are not signed up to the BPA's Code of Practice, they're only using the BPA membership as a club membership.

They are IPC members and signed up to the IPC Code of Practice, so the IAS is your only appeal option, and that has/had links to Gladstones solicitors. The IAS is neither an independent nor fair appeals system, so you're better off waiting for the court claim papers from Gladstones.

Basically, what KeithP said in his post at the top of page #2 (I miss the post numbers on this Vanilla forum software).

most parking companies are members of the BPA

but its only the AOS members (additional benefits for them) that have access to popla

so ordinary corporate member , or a VIP special member with fringe benefits , some are members of both , but G24 arent

Not that it will help you but I received my final appeal from IAS today saying that the claim has been dismissed and I'm no longer on the hook. The reason stated on IAS was operator cancelled due to client.
Maybe use this angle as if I have received this then others must be too.
    Good luck 👍
  • Hello guys, I have now received 3 final notices and a letter from a debt collection agency. Question is what happens next. Will they issue a CCJ against me?. I have been to the gym to see if they can get the parking fines cancelled, they just said uts not their carpark and there is nothing they can do. I'm at my wits end with worry over it. Any help would be appreciated.
