A quick call, or email, to your accountant will give you the answers you need; I am self employed and can work, a fraction of what I would normally, and can and will receive payments in June, they will be based on the figures from your last tax returns and that determines what amount you will receive.

I think a lockdown and told to stay at home will class as adversely effected by corona?
If it did, why would they put this requirement in, as it would be met by everyone? If your business is one of the few that thrives from the current situation, you would probably not meet this condition.
No you’re right it’s not going to be payed to business that have increased due to the virus but I doubt there’s to many of them around.  You can’t tell people not to work and stay at home then tell them “oh you didn’t qualify”.  I’d say over 90% of self employed have been effected..  why go to work and risk your families safety when you can stay home and collect 80%..

It would be interesting to know how your accountant came to that conclusion.

No one knows how you qualify for a payment under the SEISS yet.

The details available so far simply inform as to who is eligible to apply not who gets a payment.

Those eligible will receive a form to complete. It is that form that will determine who qualifies for a payment. As far as I can tell no one, not even HMRC, know what is on that form as it hasn't been published yet.

Let’s be fair,  they have said they’ll give 80% to millions of self employed,  they have put us all In Lockdown so cant see them being overly censorious providing your income isn’t the same as it normally was,  a lot of people choose to self isolate for health reasons and to protect others, it would be a very low blow for the government to get pedantic after lockdown.,

Governments are very good at being pedantic and changing the goalposts. It is the one thing that pretty much every government excel at.

They've set up a scheme that is to compensate those self employed who have lost income due to COVID-19, not a scheme to just pay every self employed person an 80% bonus.

HMRC detailed who will be entitled to claim but we have no idea how you qualify, particularly relating to the loss of income criteria. The form could just have a tick box asking you to confirm you lost trade due to Covid19 or it could be multiple questions with proof to be provided, we simply don't know yet.

Anyone considering they are one of millions of self employed people definitely getting the grant are not listening to HMRC but instead relying on rumours circulating in the media. HMRC have been clear, those who are entitled will receive an application form.

The self employed have not 'all been put in lockdown', quite the opposite they have been guided to continue working even if that means taking on a new job.  So assuming they must pay you out because they told you to sit at home could be a costly mistake.
    From the guidance.....

If you receive the grant you can continue to work or take on other employment including voluntary work.

Well I work in construction and haven’t worked since March 20th, the company which supply materials to site shut down due getting furlough etc,   Even if I had materials no other trades are working even tho my site has stayed open with the management there.

They can’t say I’m not entitled to it because Joe Blogs  who decided not to work and take furlough was the reason I can’t work. They need to use common sense..   If the government hadn’t of offers furlough, grants and told people to stay home I’d bet ya top dollar most construction sites would be operating at a steady pace, it’s the government’s doing everything stoped, no trades can work if no materials are getting delivered.  Why should Employees in material depots be forced to work when all other offices have put all there employees on furlough.  Personally I can’t see how they can argue Construction workers should all be on site,  if I had work to do I’d do it as I’d earn more than the 80% on offer..  not to mention I suffer with asthma and was taking steroids earlier this year so not working to be safe under all those circumstances I’d say Covid has effected my ability to work??

The point is that it's not just a blanket everyone can have 80%. Essentially each persons situation will be assessed individually and some will qualify and some will not.

It sounds likely that your personal situation would qualify you. But it's just that at the moment, 'likely', as no one actually knows what the qualifying criteria are, we only the know the criteria to be eligible to apply.

Thats why I'm interested to know how your accountant came to the conclusion that you definitely qualify for payment, perhaps they have found some details published somewhere we're not aware of yet, if not then the best that can be said is you're 'likely' to qualify as opposed to 'definitely' qualify.

That same thing applies to every self employed person not just you of course.

And one final thing, as a self employed person by definition you are not tied to a single site or contractor so just because one site has shut does not automatically mean there was no work available to you as a self employed person. Technically it's possible you could find work elsewhere and the scheme expects you to do that. I appreciate that in reality that might not be simple or possible but that is likely to be an area where you have make a declaration or provide proof to qualify for the payment. Until the form is published we are all just guessing.

Another point to argue against the government funding excuses not to pay the grant would be the “stay at home, only essential visits to shops and doctors permitted, save the NHS and safe lives”

There will be uproar if they choose not to pay the majority, there’s probably a thew who will milk it, most people I know would rather be working, it’s not fun stuck at home lol 😳

The bit in bold is not the governments advice though.
