It's to do with the date the scheme was first announced.

If the scheme allowed claims for employees brought onto the payroll after the announcement date (20 March), it would be wide open for abuse.

I'm still trying to understand the scenario of an  'ex' employee and Furlough. Why would a company that someone has just left furlough them?  This means re-hiring them, paying 80% of their wage until they can claim it back - this is a nightmare for companies who may have rejoiced at an employee leaving...….. a HR problem in the brewing!  I know of a company who now get lots of calls from ex employees wanting to be furloughed... why would a company do this?
Employee goodwill and just doing "the right thing".
Companies are not social services, and employees need to remember that, despite being told it by the Government...
  • The scheme was brought in to help employers and employees, certainly hasn’t helped me 28th Feb or 19th Mar,don’t see how the system could be abused, everything has to go thro tax and hmrc

If there was no cut-off date it would be very easy to abuse. Eg anyone with a payroll scheme could 'employ' their spouse, partner, cousins, mates, kids, neighbours, granny, pay them all £2500 for 3 months and claim the whole lot back from the government.

Abuse would be relatively easy, at least at the outset - in simplistic terms, add a friend/relative, etc., to the payroll then immediately furlough them and claim under the CJRS (of course, I am *not* recommending this). This is much less likely if the employment relationship needs to be in place prior to the announcement.

They have already said with the current restrictions they expect it will be abused, that people will find a way around it. They are just trying to limit it.

Won't this make some people who left their old job after 28-Feb but before 19-Mar ineligible to go back to their old employer for furlough? These people will be eligible under the old cut-off date.
