DVLA lost a car on their system

Basically my friend bought a car from my dad which is off road, as a project to restore it. They sent away the forms as normal at the time which was November last year but my friend never recieved the log book in his name as a new registered keeper. But surprisingly my dad never recieved the standard £80 for not taxing it or declaring it sorn. So we assume it got lost in the post. 
My question is what should my friend do now to sorn it as hes got no paperwork related to the car whatsoever. He tried doing it online but of course its asking for a 16 digit number from the log book which of course he doesnt have.

    He uses the new keeper slip that he was given from the back page of the V5 along with a form V62 to apply for a new V5 at no cost.
    Should he not have this- why not?  then he applies for a new V5, which again involves filling in a V62, a fee of £25 and a long wait.





    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    Silly question I know but why didnt dad the seller recieve a fine yet?

    If the car was already declared SORN because it was off the road, then if the keeper hasn't changed nothing will happen.
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    Thanks but it wasent declared sorn. Just sold as a project. MOT and tax ran out in November last year, but I was wondering how dad didnt get a fine, but I can only assume the log book was lost in the post. Or has DVLA changed the way they fine people. The plan was for my friend to buy the car then declare it sorn until its restored, but he never recieved the log book. Or should dad have declared it sorn before selling it?

    I dont honestly know the date. All I remember was my mate bought the car from dad in November. But no fine recieved or indeed log book to my mate.

    You misunderstand me...

    Go to https://vehicleenquiry.service.gov.uk/. Put the plate in. Look at the bottom of the results - it tells you when a V5C was last issued for that vehicle...

    But what does that mean because dad who was technically the last owner should have recieved an automatic fine for not taxing it surely?

    OK, that rules out DVLA having received the change of keeper, then the V5C having got lost in the post out from them.
    But what does that mean because dad who was technically the last owner...
    No, who IS the current keeper.

    Yes. At the moment, I expect they're running a bit behind.

    If the new keeper-to-be has lost the V5C/2, then he's going to need to pay £25 with the V62.

    Thanks. So its lost in the post in terms of it hasent reached them. But theres running behind and seriously running behind, this sale took place 5 months ago now. I asked dad today actually if hes got any fines for not taxing car but he said no not yet. The new keeper didnt recieve anything so technically isnt the one whos lost it. It would seem unfair he has to pay to sort it out. 
    I emailed DVLA yesterday, wrote a long explanation and they replied back stating due to current circumstances they are not replying to emails.
    So I got to try and ring them on my friends behalf on Tuesday I guess. 
    Either way it would be unfair for dad to get a fine for not taxing because there was no MOT anyway on it, and he gave it to my friend as a project,  but he cant sorn it either. 
    In hindsight should dad have been the one to SORN it before giving it away?
