Simply reply to them that this has already been covered in the appeal ... the keeper has not admitted to driving the vehicle but has admitted to being an occupant. POFA applies, and was the same scenario in all cases.
I assume all appeals were essentially identical, just with different PCN refs / POPLA refs / appellant names?3 -

For every appeal that the parking company challenge at PoPLA, the parking company has to pay a fee to PoPLA. I've forgotten how much but £17 or £30 seems to ring a bell.2 -
Reply and say the appellant was a passenger, so they need to think again and handle the complaint properly.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
