You might be surprised to know that Bristol Airport is owned by a Canadian Teacher's pension plan. I wonder if the name of this company appears on the scammer's contract, let alone has a contract with or flowing to the scammers.

Here is the contract. What is particularly interesting to me is that the material location is not highlighted as their patrol area...
There is also a map of signs, not including the material location. The photos they have do show red lines along the road, but these don't seem to be mentioned in the contract or signs, so perhaps VCS shouldn't be relying on that like they have.
Also, in their witness statement they claim someone exited the vehicle while it was stopped. This is simply untrue, as the sole purpose of the visit to the airport was a collection! Crooks.

It would be worth looking at the images that VCS sent and as above the contract with the landowner.
The cases that they have cited have very little relevance to your case.
Vine is taken out of context and has no relevance to your case. Miss Vine won her case. I find it odd that they cite a case whereby the defendant won at appeal.
Shoe lane does relate to a barrier car park however you were in a queue and would not have reached the barrier showing the terms and conditions when your incident happened.
Kumar relates to a case whereby there was a written contract in place and monies had actually been paid out (real invoices) unlike the fake £60.00 they have added out.
The cases have no relevance and are part of the standard cr-p that VCS and Excel churn out in their WS.

The lengthy WS full of irrelevant material does them no favours. The representative usually gets this just before the case and they have to try to find the main issues from the PPC's lengthy WS. That's why they like a little chat. They want you to do their work for them. Don't be fooled into that.

Please show us the whole of their WS. Does it include their evidence of someone actually getting out of the car as opposed to the car just being stopped in a queue?
If not, you will want to question the parking operative who allegedly witnessed this dastardly deed. Even if they don't attend, you want to see her/his contemporaneous notes on this matter.
Have you complained to the DVLA about the release of the keeper's data? The KADOE contract quite specifically only refers to parking charges. Even though the scammers might have a contract to monitor no stopping or tailgating incidents, their contract with the DVLA does not extend to to anything outside a parking event.
The no stopping clause is in some circumstances a clause of impossibility. A vehicle would have to stop when queueing, at pedestrian crossings, roundabouts/road junctions, if the vehicle in front was stopped etcetera.
The contract suggests that a charge will be issued irrespective of the circumstances, but this is ridiculous in the extreme.
Whilst the parking section of the airport website does mention signs and the requirements to observe these signs whether they are provided by the airport or their agents, there is no mention of red routes/lines or "penalties" for anything other than non-payment, there is no mention of PCNs or court claims.

There will be more air bridges closed soon and that will impact further on their business. I expect that there will be a lot more meritless claims given out as their operatives try to meet their targets.
