This seems to be pretty common at the moment. Regardless of the T&Cs, as I understand it they have an obligation under EC261 (which still applies here until the end of the year) to offer a refund for a cancelled flight.
I'm in a similar situation with Georgian Airways - I have raised a dispute with my credit card provider. If you paid for the flights directly I suggest you do the same. If you paid by credit card you should be able to use Section 75 protection, if by debit card you can still ask for a chargeback, although you won't be protected by law.Let's settle this like gentlemen: armed with heavy sticks

I phoned today. The lady got very agitated when I was being polite and basically saying they know about EU261 but they are only offering vouchers. I have now contacted my bank, Tesco, to dispute the transaction.

Got an Email this morn from Emirates headed "Relaxed policies on benefits" for Skywards members re keeping airmails etc
However in the small print nat the very bottom it says

"In the event of any dispute with regard to your booking with us, if you're a consumer within the European Union and you purchased a ticket online, you may request the resolution of such dispute through the European Online Dispute Resolution Platform that has been put in place by the European Commission (ODR Platform). For more information, you can list the ODR Platform's web site. Our email address for the purposes of the ODR Platform is adr@emirates.com".

I am in the same situation, I was due to fly to Australia for a wedding, so im not going to need voucher or alternative flight now
I have contacted tesco this morning who have said they wont do a chargeback as Emirates have offered a voucher!

I have been on the phone to Emirates only to be offered a voucher or an open ticket! We want a full refund as we were travelling to Thailand for Thai New year. I have been told that they would keep £200 per PERSON if I want a refund! £800 in total if we want our money back surely this is beyond wrong! We haven't cancelled our flights Emirates have had to cancel - which we fully understand. Why can;t we have a full refund?0

Travel voucher terms and conditions
- Travel vouchers are valid for one year from date the voucher was issued and can be used for any Emirates product or service and can be extended for another year.
- Travel vouchers are issued per passenger and are non-transferable.
- You can use the travel voucher throughout the year for multiple transactions if you wish to (up to its value).
- You will also receive travel vouchers for any services you have paid for associated to your ticket.
- We will send your travel voucher to the email address you enter while completing this form.
- Should you be unable to travel for 12 months from the date we issued your voucher, you can extend for another year or opt for a cash refund subject to fare conditions applicable at the time of your original booking.
