Am I correct in thinking I can ignore this Demand from DRP?


I've read the NEWBIES Parking fines post several times, and just want to check I've understood things correctly, as there weren't any topics *exactly* like mine.
I received a letter today from Debt Recovery Plus demanding payment for unpaid Parking Charge from 18/12/2019. This is the VERY FIRST notice I've had regarding the charge and was unaware of a "PCN" until now. I recall the day in question; the ticket machine was out of order and no one was able to pay for a ticket. There was no mobile/ app payment option. When we returned to the vehicle from a hospital appointment, there was no yellow parking fine or any indication that we would be issued with one at a later stage. For clarification, the parking area is behind a hospital, but not connected to it, and as far as I can tell, there is no signage to indicate WHO owns the land, although I'm sure its private, not council, in order to write and appeal the charge. Furthermore the "fine" is £130, for approximately 1.5 hours (max) worth of time, at (I think) £3.00 a day (or something like that - I don't use the parking often)
Am I correct in thinking i can just ignore this correspondence? I don't know WHO to appeal to, and there is no option on the NEWBIES note regarding Demands for payments relating to charges arising from broken ticket machines. And yes, there is only one machine at the site - I do recall several other drivers looking for one on the day.

as in post 4 of that newbies thread , you can completely and utterly ignore DRPL or Zenith collections etc, any debt collector should be ignored in these parking caseswhat you DO NOT IGNORE are :-a formal LBC giving 30 days notice and including financial formsand.oran MCOL court claim from the CCBC in Northamptonname the parking companyemail a SAR to their DPO with a copy of your V5C to obtain all your docs , pics and datacheck that your V5C has your present and correct address on it, often pcn,s are sent to old addresses because vehilce keepers are numpties who dont update the address as they are required to do by law, hence paperwork goes to the wrong addressany appeal is made to the parking company, who you did not mentionbroken machines are frustration of contract, discussed on here dozens of times2

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

Thanks.check that your V5C has your present and correct address on it, often pcn,s are sent to old addresses because vehilce keepers are numpties who dont update the address as they are required to do by law, hence paperwork goes to the wrong address** we did move house last year and all documents were sent off, but only recently (4 weeks ago) noticed that we never got our V5 back from DVLA! Contacted them and it's now been sorted and a new V5 was received just last week (7 months later)any appeal is made to the parking company, who you did not mention** just had another look through the letter; would the Creditor be the parking company? It states the creditor as Euro Car Parks; guess I could appeal to thembroken machines are frustration of contract, discussed on here dozens of times** I didn't think to search for broken machine threads, Tbh, just did as suggested and read the Newbies thread several times.0
