Hello there,
I have read and search some of the similar posts regarding this particular car park
Peel Centre parking (premier Parking)
Lower Audley Street
Blackburn
BB1 1DG
but they're all quite old now and I'm looking for up to date information and advice. 

I have received a PCN from Premier Park for the amount of £60 if paid within 14 days increasing to £100 thereafter. 

So to begin, I had no idea this was under control of Premier Park. I thought it was a free car park for the peel centre. 
Granted, I and other colleagues that I was designated driver for went for something to eat at a pub outside the centre then had 2 games of bowling with 9 of us! (for the managers leaving do) After doing some reading, I now know the maximum stay is 4 hours. It says we stayed for 5hours 20minutes.
I did not see any signs.
Do you have any advice on what I should do?
I have never appealed before so I have no idea.

    Stage 1 , Complain to the peel centre and get it cancelled , if you are the keeper of the vehicle

    Stage 2 , read the Newbies FAQ sticky thread near the top of the forum that you missed before posting
    Appeal to PP as keeper using the blue text template , no changes , no stories , no blabbing about who was driving

    Post the full trading name and ciry or town and postcode of the actual premier park because there are a few with similar names

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.


    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    If I'm honest I'm quite scared that I'll be sent to court and I can not talk how some of these posts are. I will do as Redx has said (sorry, I found this thread via Google, and didn't see a sticky) thank you for your help.
    I will also send a complaint to my MP as D_P_Dance suggests.

    Would it be okay to keep posting in here as and when changes occur?

    Regarding debt collector letters, do I just ignore those if they come? Or send a complaint to them too?

    Ignore debt collector letters , like it says in the Newbies FAQ sticky thread , post #4

    Do not ignore a valid LBC which gives 30 days notice and includes financial forms

    Do not ignore any court claims that arrive from the CCBC in Northampton within the next 6 years

    Ensure that a SAR has been done by emailing the DPO at the PPC , attaching a copy of the V5C or 2 recent redacted utility bills or similar

    Post the details I asked for below , then get the complaint and appeal submitted

    Thank you. I have read the sticky threads regarding parking appeals etc and I've got to say, I think I'm just going to pay the £60 fine as I think it will save me time which I do not have. I'm a full time university student with a sh*t tonne of deadlines at the moment.
    I think I'm just too overwhelmed with all this and quite frankly scared. 😭

    It is not a fine,, it is an invoice from an ex-clamper with possible connections to organised crime.  Do you really want to fund white slavery, people smuggling, and the import of class A substances.

    It's not that I can't be *rsed. It's that I read a thread for the exact same car park where he parked in the train station car park legitimately and it seems he's going to have to go to court! I wouldn't stand a chance in court. And I can't afford that either! What exactly is my defence? Oh I didn't see the signs?
    I'm scared because Im in murkey waters here.

    I'm heading over to the car park now to see exactly where the signs are.
