Its an office building with shared business tenants and not residential, does this only apply to residential or also business?

No its parking at an office site occupied by multiple businesses.
The memo was from the Build manager to the businesses in the site about the appointment of the PPC and guidelines to parking

Spoke with the office manager and they advised no prior communication just told it was happening
should this be included in defence? Not categoric but is the responsibility of PPC to confirm?

Don't just speak to people, email them and ask for a response outlining the position. You will need that tangible evidence at the later witness statement and evidence stage.

I text the colleague and they responded with 'I never seen a comms about the new Park Enforcement, we were just told it was happening from the landlord." I would need to check with them they are comfortable to provide witness statement as they would have a working relationship with the Property Manager. Will contact today and look to update defence for final review tomorrow.

Hi so the colleague came back and advised they'd have to look through their emails. But they didn't recall any consultations tbh, they were just told this is what's happening.
In light i haven't got a specific email at this moment and I need to submit Tue afternoon, i propose i include in defence and if they don't provide evidence assume it will be dismissed as inconclusive?

You were not going to attach an email to the defence anyway. As I said already, this is prep for later:You will need that tangible evidence at the later witness statement and evidence stage.
Also, due to the current circumstances, I feel defendants are in precarious danger of a default judgment at the mo.
So, after emailing it by Tuesday, I would also post the defence marked 'defence first filed by email on xx/xx/20' and (in the same envelope) the completed DQ, to the CCBC. You can use second class post for that, because this is just belt & braces to prove you signed/dated and filed a defence in time.
Use email to the Claimant and send them the same, as proof of both defence and having downloaded and completed a DQ (I assume Excel are not using a solicitor).
