OK, so it seems the OP's wife is indeed the RK, but registered at Motability's address. If that was not the case Motability would not have the V5C.So the NIP will have been sent to the RK at the registered address, and the 14-day limit will have been complied with.0

Sorry, my answer was posted whilst the Motability complication arose.
Back to (one of) my original questions: does your wife have possession of the V5C and is her name and address shown as the Registered Keeper? If not the first NIP would have gone to Motability..

It doesn't matter now we've paid it. Just so you know, under the Motability scheme, the person with the car, such as my wife, is the RK. They do not send out the V5 though, although you can request it.
The fact that the reminder NIP came to us, suggests that the original would have been sent here but got lost in the post. We would have trouble trying to prove that so have paid up to close the matter.0 -
OP, how could the original have been sent to your wife? The other issue that seems to have been missed is the lease expired 2-3 days after the offence so this may have caused some confusion too.0

Why would Motability not have the V5C if it was registered to the OP's wife? (I don't know how Motability works ... do they arrange the vehicle and then deliver it to the person? That means the address on the V5C, and on the DVLA's database as the RK, is Motability's.
