How about buying the parts and building it yourself. That way you'll have exactly the spec you want, and with quality parts. It's not difficult, there's plenty of youtube videos to guide you through it.

PS. does user have existing screen, keyboard and mouse?Doesn't look like I can multi-qiuote, is that another 'improvement'?Anyway, I suppose it's an option to put an SSD in there - I've done plenty of laptops like that. Do we think it ought to have more RAM too?0 -

Is there a budget for this project? It seemed to shrink considerably once it changed from laptop to PC.0 -
https://www.encore-pc.co.uk/newly-refurbished-encore-dell-optiplex-390-i3-pc-bundle-with-speakers is an option if you want to buy everything together. Though you'll need to fit an SSD yourself. Check the specs of the monitor before purchase.
Personally, I would buy everything separately, according to the budget.

Then anything from this upwards; https://www.ebay.co.uk/itm/Dell-Optiplex-790-Desktop-Intel-Core-i3-2120-3-30GHz-4GB-Ram-320GB-HD-Win10/293433848102
One can then decide on a wired or wireless keyboard and mouse.1 -

Which one to buy? 250MB should be OK
I looked at the monitor, but no info, sorry!0
