Refund for holiday

Me and the wife have had our honeymoon booked since 2/7/19 to Thailand via a independent Travel Agent and due to the on going events of (COVID-19) we have been informed that our holiday can no longer go ahead.

so we were informed to Change the dates within the next year, but that is rather difficult as the Mrs works in the education sector  and getting holidays can be difficult. So we asked the question about refund.

today we were told they won’t be able refund us and we must go through the process of an insurance claim to try and claim back our money. 

(Is this the normal process?) 

any advice will be much appreciated
