TAP refusing a refund

Booked a two leg one-way flight with TAP. They've cancelled leg 1, rendering leg 2 useless having offered a replacement flight on leg 1 that lands after leg 2 takes off. The EU Commission issued its own clear advice a week ago confirming that although airlines could offer vouchers, the customer had an absolute right to refund for any cancelled flight. As a quid pro quo, they also said that even last-minute cancellations in the current circumstances would not warrant compensation under EU261
