    They're doing what they were instructed to do by their client and won't get paid until either the deal completes or they're instructed that the client no longer wishes to proceed. At that point, depending on what the agreement was, they may well invoice for work done to date.
    If the solicitors were recommended by the builder, I'd be hesitant because I'd feel like they were not completely on my side, hence them pushing to exchange & complete ASAP. Personally, I would not be buying a house that is not built!
