OK, what I have done in that case, is post a keeper appeal on day 22, with the PCN number and VRN written by hand on the top and set out in standard formal letter format with your address top right, name at the bottom, etc.

Go to the PO Box and get proof of posting (free) and staple that receipt to a copy of your letter and keep it in case you later don't get a POPLA code and have to complain to the BPA.
Many thanks I will do that.

    Update-
I posted a keeper appeal on day 22, with the PCN number and VRN number. I got a letter today asking me to provide the driver details within 7 days or pay the fine.
They did not provide any picture of vehicle. They have said failure to provide the details will leave them no choice but to make a final decision and provide me with  a POPLA verification code.
    What can I do? Thanks

This is EXACTLY what you wanted.  They have now wasted an entire month already and probably have not yet applied to the DVLA for the registered keeper details, and you are damn close to day 56 by now, surely?!  You know this was your aim so why do you think you need to respond?

You want them to waste their time.  Sit tight till they cancel or give you a POPLA code to win with, by not saying who was driving.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes you are right Coupon-mad and KeithP.
Just panicked when I got the letter, May 1st will make it 56 days. I have now read the newbies thread again. I will wait for the POPLA code. Thanks

Just panicked when I got the letter,

There is nothing to panic about,  this is very small beer, a letter from a scammer claiming a very dodgy breach of contract and demanding silly money to compensate them for the "damage" they suffered

Judges are not fools, they are familiar with the scam.  Pour yourself a glass of delicious Blue Nun and calm down.

You never know how far you can go until you go too far.

Update - Thank you so much to all you amazing people on here!! I got a letter today from UKPC apologising for causing me any inconvenience, and informing that my parking charge has been cancelled.
I will definitely be more careful when parking in future.
Have a good weekend and stay safe everyone
