ParkingEye making me wait 28 days

I have dealt with one of these "parking charge notices" before and when I appealed, they immediately sent back a rejection and POPLA code. This was actually what I wanted and expected of them. Because then I could write out my POPLA appeal as per the NEWBIES THREAD guide. But what should I do if they send a letter like this? There's no POPLA code, they are asking for evidence, and they are holding the charge for 28 days...

Dear Sir / Madam,
Thank you for your correspondence in relation to the Parking Charge incurred on 28
February 2020 at 16:23, at ALDI Long Eaton car park.
We are writing to advise you that your recent appeal has been referred for further
information.
You have stated that you were not the driver of the vehicle at the date and time of the
breach of the terms and conditions of the car park, but you have not indicated who was.
You have already been notified that under section 9(2)(b) of schedule 4 of the Protection
of Freedoms Act 2012 that the driver of the motor vehicle is required to pay this parking
charge in full. As we do not know the driver’s name or current postal address, if you were
not the driver at the time, you should tell us the full name and the current postal
address of the driver.
You are warned that if, after 29 days from the Date of Issue, the parking charge has not
been paid in full and we do not know both the name and current address of the driver, we
have the right to recover any unpaid part of the parking charge from you, the registered
keeper. This warning is given to you under paragraph 9(2)(f) of schedule 4 of the
Protection of Freedoms Act 2012 and is subject to our complying with the applicable
conditions under schedule 4 of that Act.
Please note, if you have made or wish to make an appeal on behalf of the driver, and you
do not provide the full name and current postal address of the driver, ParkingEye will be
obliged to deal with the representations made in your name.
ParkingEye have placed this charge on hold for 28 days to enable you to provide the
evidence requested. If this information is not provided within 28 days, the appeal may well
be rejected and a POPLA code provided.
Alternatively, payment can be made by telephoning our offices on 0330 555 4444 or by
visiting www.parkingeye.co.uk or by posting a cheque or postal order to ParkingEye Ltd,
PO Box 117, Blyth, NE24 9EJ.

    ParkingEye's signs leave much to be desired.  Several judges have ruled that they fail to form a contract, read this

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    This is a lie and there is no such requirement in the PoFA. If they have used the word "should" then it is a misrepresentation of facts, and a distortion of the PoFA 2012. A complaint to the BPA and DVLA should be made as a result.

    What happened when the keeper complained to the store manager/CEO?

    Have you complained to your MP yet aboiut this unregulated scam?

    The keeper has not yet complained to the ALDI store manager yet, this was not the intent and originally would have written a POPLA appeal once the code has arrived. How would you go about complaining to the store manager and what would it sound like?

  • you arrive at the store with the till recept , or a bank statement showing "aldi" on or close to the day in question (couple of days after , not before!) , you photocopy your ticket and write your email and or phone number on it , and you ask for the MANAGER
    using better language than this , you pass the photocopy and recept to him and say "sort it pal!"
    and tell him to ring or email when done

    You simply say how horrified the customer is, regular Aldi customer, etc.  They then cancel.  Far more success than POPLA and dead easy.

    Is the PCN a 'golden ticket' (Non-POFA, sent too late) with the back matching the image shown in the 3rd post of the NEWBIES thread?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    and if i have no receipt or bank statement, and neither am a regular customer?  :/ 
    I suppose I could pretend, but would this not look dubious under the managers eye when I have nothing to prove it?
    Also glad to see coupon-mad is still around  :)
