1st letter from DRP

From my previous post: "Hi, received a letter from CP PLUS about a PCN of £120. I'm not the owner of the vehicle, but I was the driver the day the PCN was issued. It states that I did not have a valid ticket displayed, although I did. I have the ticket on hand, and it was not blown off or displayed upside down. It was displayed correctly and clearly on my dashboard"

Hi, the keeper of the vehicle was sent their first letter from DRP recently. The fine or debt has gone from £120 to know £140. An appeal was sent to CP PLUS via email in February using the template provided in the thread, but the keeper is still waiting to hear their decision only to find a letter from DRP.  The driver impersonated as the keeper and called DRP and they were so horribly rude asking and bullying for the money, they added that CP PLUS has not mentioned anything about the keeper appealing in their notes (seems like they have not received it). Tried calling CP PLUS, but cannot get through to them as they only deal in writing.

What do we do now?

EDIT: Just realised the keeper has put themselves down as the driver in the appeal letter, but CP PLUS have not either received the appeal or have disregarded it or maybe forgotten to reply and therefore passed this onto DRP.

Please help.

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

Thank you. Before that, do you think I should write an appeal letter and this time send it via post? I will be sure to mention keeper instead of the driver. I was also thinking of not telling them that I had sent an appeal via email earlier as this would not help.

You are now involved in a scam industry.  Either you very carefully follow what coupon-mad says or you will fail.

For the complaint to Steve, do I mention that I have appealed via email already or do I just dispute the PCN as if it’s the first time I’m contacting them. I’m worried if you ask me to mention that I’ve already appealed, as the keeper mentioned themselves as the driver, but CP PLUS failed to notice the appeal. Is there a sort of template that I can use just to get an idea that I’m complaining correctly. I’m also looking to contact my local MP.

While an appeal is still under consideration by the PPC (and you have to assume that as you've had no response) they must not continue pursuit of the charge, either directly themselves, or via third-party agents (DRP in your case). This is part of the BPA Code of Practice that the PPC is signed up to.

This is the crux of your complaint to Mr Clark.

Please do read the relevant parts of the Code of Practice so you u derstand what it is you're quoting.
