i found 2.79p per kWh gas and 13,98 per kWh electricity.

Even those prices seem high. You should be able to do better then that.

i need to change the supplier anyway, 

but the engineer came today and he found out the gas meter was running too fast...

is there anything i would do to be refund?

The usual route for a meter that has been identified as inaccurate, is that it is removed and sent to an independent lab for testing.

They issue a report that is correct or X% wrong, or even so bad it can't be accurately tested.

If this is done a replacement meter is installed whilst the original is away being tested - Take daily readings from this meter as it is an indication of how much you have been overcharged
