We're trying to help you here, but you're not helping us. Please answer this question asked by Fruitcake almost 2 weeks ago, it is pivotal to your case. 

Please tell us the date of the alleged event, the date the NTK was issued, and the date the NTK was received.

After a chain of some tragic events in my family I have somehow forgot all about this case.

I failed to post my POPLA appeal, due to some technical issues at the start and tragic events afterwards.

And then all of the madness with Covid19, when being stuck in European country having to jump all of the loops to get back to UK and find a nasty memory of something not finished processes.

Shortly, along with the pack of letters in a letterbox, discovered 2 issues. First from MET Parking services, and second from Debt Recovery Plus.

First (start of MAY) - said to PAY £100 as missed POPLA appeal and that option is no longer available

Second, (end of MAY) - Covid-19 Pandemic and parking charge balance of £170.

Could you please advise if there is any way to get around this issue or what is the best option now.

At the moment will not be afford to settle this in full as am pretty flat and pay something that genuinely been taken advantage of feel unfair.

Email the PPC and explain your delay and ask if you can please have another POPLA code, given that you've now realised that you could all along, have put in a one line 'holding' appeal during COVID, but their rejection letter didn't tell you that.

Tell them you will report MET to the BPA if they refuse under these tragic circumstances.

Sorry to hear about your tragedies.  Been there too, more than once.  Stay strong.

1. Could you please help with their MET (PPC) contact email.

After spending time on MET website looking for contact detail, with no success.

2. Should I do anything about "Debt Recovery Plus"? Should I notify them of the address change, so they can't blame me for hiding?

And again: If I use some bespoke message they can identify me. Is there template to use? Topic that covers it?

No, you dont give two hoots about DRP
You tell MET of an address change, and its up to MET to tell any of their agents. 
THere is no template for you messaging MET right now. Of course they can ID you, as you will be providing them with, at least, the PCN ref. Of course you have to provide this...

That form does not have an option to send them any Information or text.

I have filled the form in, hoping they comeback from any email so I can push back the relevant information.

Same way stetted up their phone numbers, so you can't speak directly with any of them - directing to PAY LINE.

I unable to understand and feel very vulnerable being unable to raise something of not my fault and by unable to mitigate situation  - am pushed to pay.

Agents or not, they will eventually harm my credit history and push me even deeper to feel miserable against their processes.

Checking over companies house and company check - this business part of multi million enterprise -  director owns/involved in hundreds of companies. Person named David John BAILEY  1949 DOB. 

Such people know how to own common people and deal with ease.

I will send a letter--- but I believe this will lead nowhere even with proof of delivery.

_now makes sense, why most people fail - as one step missed and they own the game.

MET has never harmed anyone's credit history and if you pay you will be the first poster I've ever seen in 12 years, decide to pay MET!

 Lack of legal and other knowledge and experience in a field you have...  

Frustration at some moments. Being to much of everything at the same time. (but I at no mean looking for symphony- I looking for guidance as have plenty of motivation)
