So, if a uk ccj means nothing, I also come and visit friends in UK without a problem?Do you think they'll be waiting for you at the border, face mask, thermometer, swab and handcuffs ready?

You are perfectly safe. It's nothing the police are involved in, it's just a scammer.
A UK CCJ will mean nothing to you, if you permanently live abroad. Why not give the PPC a foreign address now (a relative?) and tell the PPC to cancel the PCN because it is pointless them trying to advance the case in the UK Courts because you are outside jurisdiction.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It looks that you know a lot about CCJ's, but maybe other people don't, and they try just to get some information, from people that just want to share, this information.

Especially, this new address apparently will appear on the case filing, and so also the claimant will get the new address, which sounds like a new start of the same process..

If your new address is abroad then there is absolutely no reason not to tell the scammers. Instruct their DPO to erase your old data and replace it with your new (overseas) address for service. Include some proof of residency such as a rental/purchase agreement, works contract, utility bill, driving licence etcetera.
If the expected court case is going to occur next year after you have moved, then this is the best option to kill it off.
