What is this higher speed package you are on and not being allowed to downgrade from ?, why , if your usage is limited did you sign up to such a unnecessarily high speed ?
It must be that whoever you are speaking to knows jack ***t, the BT products you are able to get , are irrespective of the medium that deliver them ( FTTC or FTTP ) but obviously, given that not a lot of other providers chose to offer FTTP, then discounts on list price many not be as easy on FTTP as on FTTC , but the list price is the same.
There is a FTTP team, and as already mentioned, it may be better speaking to them rather than the normal customer service personnel , I would think that it’s probably illegal, certainly sharp practice to not allow downgrades after completion of a minimum term, and although BT get some bad press, they don’t act illegally.
I would say t’s pretty certain you just have been incorrectly advised, but if the £27.99 price you want is actually a discount on list price, then they are under no obligation to offer it to you..if the product you want for example was 55/10Mb, and list price is £45 ( but available to some for £27.99 ) doesn’t mean they have to offer you the discount price, having said that, I’ve seen posts on forums similar to this where in return for a new minimum term , even on FTTP , discounts are given.
Just to be clear , you are happy to start a new minimum term ,or is what you want, a lower price with no commitment, if that is the case then obviously you cannot downgrade , as that starts a new ‘contract’ , if you say no to a new contract, they can say, stay on what you are on, but at the price you accepted back then, you won’t get both, a lower price without a new ‘contract’, but if you changed provider it would be a new contract too.0
