Virgin Money Regular E-saver issue 17
Virgin Money Regular E-saver issue 19
Monmouthshire BS Regular Saver Bond (Issue 5)
Monmouthshire BS Christmas Saver Bond Issue 3
VMRES19 T&C`s does not state that you will be penalised for missing a monthly payment and it doesn`t expressly say each month must be funded. Having said that you might be better to minimum fund it with a £1 monthly SO going forward.

Dudley BS has launched today a new RS.
Sorry, no great excitement here: its terms do not qualify for SS2's list - only 1.00% variable, max £250 pm, one year tenor.
But personally, I'm going for it because it's the Dudley's first ever online account: I believe I'll now be able to view my passbook account balances with them, and I'd like to encourage their online initiative.
EDIT: It took me only a few minutes to register for the new online service, apply for the RS, open the RS, and fund it by debit card.6 -

Has it ever happen that RS get interest rate reduce while already open????
Most of the time, bank/BS just reissued the next one with lower interest rate

I hold scores of them. But won't clutter up this thread with reposts of what's already here.
But for instance Nottingham BS reduced the rate on six I held late last year.
If you go back far enough you'll also get examples where institutions have also raised their rates mid term too!2 -
