New Storage Heater Installed - Electrician tells me it doesn't need to run on E7.

We have had less than a couple of dozen posters in decades of the etal's who have admitted their total costs + installation charges. But many many.of those who've escaped after quotes have stated many £housands. If the O/P or landlord can swap them.out for the UK two register version and get the EEPROM programmed plus correctly installed s/he may come through this happier.
I used to have a UK built version of the "weather watcher" in the very early 80's. An entirely unsuccessful system resulting in dangerously high temp and £ costs. No, you just want to make absolutely sure that your heaters really do switch at the same times as the meter. You only have to prove it to yourself. If for any reason your heater switches itself on during the high tariff period, you'll be facing higher bills, and the DNO and your energy supplier would probably blame each other and refuse to pay you for the overcharging. Prevention is better than cure.

Can we look at this another way - it appears that the OP has had the heater replaced by his landord/landlords electrician so I guess there were storage heaters there already.
Were the existing heaters on a separate circuit/fuseboard which was controlled by a contactor (the big clunk at around 12:30am tends to suggest this) - if so then there was or should be a switched e7 supply. However the new heater requires not only an e7 supply but a permanent one as well to power the control circuits. Has the electrician re-wired the old e7 to give a permanent supply because he thinks that the heater will switch using it's internal clock.
It needs a lot more investigation than we can guess because we dont really know what's gone wrong. I suspect that it's a lot of finger trouble and a lack of understanding of how these heaters operate - there is nothing wrong with Stiebel-Eltron (probably better than Creda) but I'm suggesting that the wrong version has been installed or it's not been configure or connected properlyNever under estimate the power of stupid people in large numbers0 -
I think that if you are renting then you've been caught by the law that isnsist that rental properties have to have minimum EPC (Energy Performance Certificate) category E which virtually negates any form of direct electric heating and even makes some (if not all) older storgae heaters non compliant. This now requires the landlord to improve insulation and upgrade heating systems (probably at a significant cost, which they can't easily recover) - perhaps a peruse of this might help explain why you are getting a new heating system but it obviously wont clarify what is going on in your specific case.

If a flat panel electric heater has been replaced with a storage heater then it's pretty obvious that unless you've got an E7 supply and the storage heater has a self contained clock to regulate the charge to E7 hours then it could be be running for virtually 24 hours a day. You should get 7 hours at off peak rates but the other 17 hours at peak rates.Never under estimate the power of stupid people in large numbers0 -
