Their only serious drawback appears to be the inability to work with split E7 night rate hours if the internal clock is used.
    ………………..

Gerry1 - for how many people in the UK is this an issue ?   I think only one of the old distribution companies out of the 12
I believe that more than a handful of people live in South East England...
Fortunately the OP doesn't, but it would be a quite a problem for someone whose landlord hadn't installed two circuits per heater; who would bother with the additional expense if their electrician had assured them that additional switched E7 circuits were not necessary?

With the default settings the day rate would kick in after only half an hour (and perhaps kick in again from 0730 - 0800), making the tenants' bills much higher than expected.  'Economy 5.5' would be a very difficult problem to track down.

Have you heard from SE yet?

Actually I'm not sure that anyone has said that you cant read a manual - it is Richie who seems to be struggling with understanding it

If I've read it correctly,  even if the parameters were accessible, it would still be an 8 hour charge cycle, so still not compatible with E7 on a 24hr feed?  In terms of redress, if you didn't ask for an NSH suitable for E7 on a non-E7 dedicated circuit, you may not have much of a case. I'm not criticising the OP, just highlighting that by not knowing what you needed to ask for, you didn't know to ask for it.
I think what you actually needed was a really basic NSH and a timeswitch.
EDIT: FWIW the SHL is the 7 hour version. The problem with the SHS could be fixed by fitting a timeswitch to match the E7 hours feeding the heating circuits input.

3kWx7=21 throughput. not 21 throughput+21 stored cheap heat.

It can not be on a single 3kW for 7 hours. Its 21@cheap and another 21 @ expensive day rate, people in the group should be aware of 21 hours of constant expensive day rate over the whole winter.

    I will read
page 28. para 19.7 - the second table fourth column across later and I've never once deviated from saying only one 3kW input. Thank-you for your input.

You need a PhD to understand all the complicated instructions, but it seems that the OP may need the SHL3500 version to work on the UK's E7 tariff.   See sections 12.2.2, 19.3, 19.4 and 19.5.

It does appear that if the heater does not have the capabilty of using the internal clock to control the charge controller then it either requires two supplies - one from an E7 circuit, usually via a contactor controlled by the meter or the energy supplier) together with a permanent supply for the control circuits and fan, or a single supply with an external control signal, again either from the electricty meter or the energy supplier.
Alternatively each heater could be run with a separate timeswitch which switches the elements  during E7 times together with a permanent supply.
The OP really needs to have serious discussion with his Landlord and electrician to get it sorted out as it does seem that the heater may not be suitable or hasn't been installed correctly

Feeding the heating elements (X1) from a timeswitch synchronised to E7 hours should overcome the 8 hour problem - even if the controller closes the relays (K1-K3) for 8 hours, there will only be power coming in for 7 hours from the timeswitch. The controller is powered 24/7 via X2.

Have you looked at the meter and watched it changeover at the advertised start and finish times?  It'll be a massive own goal if after all this hassle you get a massive bill and then find your meter is following a different regime !

he was so adamant about it having an internal clock to set the charge, but I will tell him what you guys have said about other heaters in the range having it and this one doesn't, maybe he bought the wrong one?
Not only the timeswitch, your SHS3000 version seem to be designed to work on an 8-hour cheap rate tariff rather than 7, so if the weather is really cold you may feel cool in the evenings because the short measure means that it can never fully charge up from cold.  Seems you need the SHL3500 to be compatible with E7.

Like all this type of product [see fischer etal MSE] a bad non-standard UK purchase choice in the first place. Best of luck to the O/P.

    Snip .. ..
The above is exactly what I said on the 16th.

Potential buyers of German NSH really need to do their own deep research. Advisors well intentioned or otherwise really need to do their own deep research. Sadly this O/P seems to be just one more casualty in a very very long list of those attracted to non-UK standard German NSH.

I think the OP is in rented accommodation and therefore may not have had any say in which heaters were to be supplied.

They aren't the cheapest on the market and  on the face of it they look to be quite good However without actually checking the specifications & installation/commissioning info very carefully it isn't all that obvious that they may not be suitable either because of their charging characteristics or even because of the specific wiring set up in the OP's house.
see here https://www.heatershop.co.uk/stiebel-eltron-shs-3000-hhr. and check the spec
