PCN with Bailiffs at previous address, but current tenant has RTS all correspondence

Hi everyone, sorry to start a new thread. I have read the newbies threads but couldn't see if this was covered.
In September 2019 I received a PCN on my car while visiting a friends flat and parking in one of the many empty car spaces there.
I read that I should not pay it and waited for something to be sent to me so I could fight it, but nothing came.
Yesterday though, I was told by my former partner that the current tenant where I used to live has had bailiffs around trying to get me to pay for a parking fine. I have contacted my former landlord who went round to visit and found there is no paperwork as the tenant returned all the correspondence to the sender and has no further details.
I do have the details of the Notice Number from my charge which is from Parking Control Management (PCM) and their contact number but all the advice says not to call them.
Does anyone have any advice about what I should do next?

Did they have BAILIFFS around?
If so you havea CCJ somewhere and you dont know about it

That's what the tenant said yeah. That bailiffs came to the property and were looking for me. Bit worrying as I haven't experienced this before.
I checked my credit score today and there is no mention of a CCJ on my credit file when I checked with Experian.

When you moved did you update your driving licence AND your V5C?0

I actually think this is nothing to do with a private company , and more likely a counsil type ticket
september 2019 . ticket on car + 56 days + threatagram + letter before court (30 days) + 14 days at court stage , leaves no time to instruct bailiffs0 -
The V5C was registered to my old address and I stupidly thought that registering my driving license to my new address would solve this. I sold the car that got the fine at the start of October so would have been updated with the new keeper then.
It wasnt a council fine as the flat is on private land to my knowledge and the fine details dont mention the council, only PCM (Parking Control Management)

No idea. The tenant did not ask who they were working for when they visited them. I have asked the Landlord to instruct the tenant to take notes if they come around again.twhitehousescat said:who do the bailiffs say they are working for?

and to add to this , a further 28 days after default , in which you had not paid ccj
it would almost be impossible for all of this (inc bailiffs) in time span quoted1
