Hi I received a pcn from ukpc for overstaying 12 minutes in a retail shopping park which I appealed as the registered keeper using the template and this was refused. I don’t live near where the car park is so cannot check the signs to see the details but I have someone looking for me this week. I have no receipts from retailers to prove I shopped there so unsure if I have a leg to stand on

    There are plenty of legs to stand on
    No landowner authority
    Poor and inadequate signage
    Non compliance with POFA
    The CRA 2015
    Non compliance with the BPA CoP
    Etc

    They did not refuse your appeal , they rejected it
    In other words , they accepted the appeal , considered it , then rejected it , probably with a popla code
    A refusal would be due to a technicality like out of time or similar , so never considered

    Just looking at my letter they haven’t given me a time frame for paying or appealing is that unusual? I am already in the final stages from another parking charge from last year and have had multiple debt collector letters claiming the next stage is court but they always have a deadline on them

    No it's not unusual
    The PPC has 6 years to issue a court claim

    I’ve contacted one of the retailers and found out that is it owned by Townsend shopping centre but no clue how to find out how to contact them as there are no contact details. I am confused as to how you find out about landowner authority

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    Google search
    Ask a retailer that is onsite
    Ask the council who pays the non domestic rates
    Pay the land registry a small fee

    The car park is not in my area so I presume I complain to the MP of that area? Thanks I will have a look into those redx and d p dance

    You complain to your own MP as a constituent first , they can copy in any other relevant MP,s

    Ok so someone is going to check out the car park for me tomorrow and I’m making a list of things for her  to check/ photograph-
    amount and location of signs 
    Take photos of signs
     Measure signs to see if they are bigger than 0.3m squared
    are there pole mounted apnr cameras and where are they
    is there anything else I have overlooked?

    Make sure pics of the site including entrance are taken. Include images of any damaged signs or ones high up on poles, hidden behind foliage, around corners etcetera.

    Check with the council planning department to see if planning permission was granted for ANPR scameras if fitted, and if Advertising Consent was obtained for signs. Not having the latter is a criminal offence, but I believe only the council can take this to court.
    Complain to the council if the scammers do not have the above. 

    Edit your initial post to remove information about who drove. Only ever refer to The Driver and The Keeper. Also remove the information about where an occupant of the car went, especially if the PCN was issued for leaving site.
