That's horrible.  It will take several coats of white paint over everything until it covers and you can finally decorate it properly.

Looks like they ran out of plaster so used what ever paint was available.. Nail some plasterboard to the walls, and then slap a bit of (white) paint on top.

I have a feeling that may have had a secret life being hired out for "adult"  activities including as a video/photography set.
It's the only reason i can think, though I wonder if any income from that , justifies  the permanency  of the look.
Thank goodness the loo is not black, that could cause untold peripheral damage on a drunken dark night with a full bladder!

We viewed a house with a similar colour scheme once. I thought it couldn't look as bad in real life as it did in the pics (but it did...)

There is a hot tub, I'm surprised you didn't notice it.  The hot tub is entirely black and is set into the black floor of the black second bedroom.  It has a black cover and black controls which are labelled in black on a black background.  Pressing any of the buttons results in a small black light coming on to let you know you've done it.
