Looks like they ran out of plaster so used what ever paint was available.. Nail some plasterboard to the walls, and then slap a bit of (white) paint on top.

It's the only reason i can think, though I wonder if any income from that , justifies the permanency of the look.
Thank goodness the loo is not black, that could cause untold peripheral damage on a drunken dark night with a full bladder!

We viewed a house with a similar colour scheme once. I thought it couldn't look as bad in real life as it did in the pics (but it did...)

There is a hot tub, I'm surprised you didn't notice it. The hot tub is entirely black and is set into the black floor of the black second bedroom. It has a black cover and black controls which are labelled in black on a black background.
