I'm selling a house just now with an EPC of 1. It's a good solid house built in 1960, decent roof and walls! It's got double glazing, but no insulation or central heating. I'd expect EPC-1 for one of those tumbly down stone cottages on a hillside that's got no roof and walls crumbling onto themselves.
I only got the 1 by going round the house and putting energy efficient lightbulbs in all the fittings.
