Looked at the aerial view from Google, and it appears that there was railings. It is possible and enforcement notice was served requiring the railings to be removed and the owners prevented from using the flat roof as a terrace.goldfinches said:

I think it's the way they've hoovered the carpet that makes some bits look like they don't match.
