    That obligation only arises in response to a s.172 request, which at that point the sister has not received. It's possible the police might now issue one, but as the original offence will probably have timed out it seems unlikely.

    It's not clear from the OPs timeline. It seems as if the OP suspects a particular individual of the fraudulent registration and it may well be asked of the sister if they have any relevant knowledge. I'm suggesting it would be a good idea to offer this information to police or court rather than be suspected of collusion.
    I need to think of something new here...
