after 2 1/2 years I got another letter from cell

Yes the claim number matches the letter from 2017 since I have kept all the letters.
But so does the wrongly spelt surname which I have amended since 2017 which you have pointed out.
I have also done a basic free check on Experian to check my credit score which doesn’t show that I have a ccj. Currently waiting on the phone to ccbc to find out directly.0 -
Good. If you can find no trace of a CCJ and the CCBC tell you the case went on hold back in 2017 and was never 'unstayed' then your choices are:
- report CEL to Trading Standards, the DVLA, the ICO and the BPA and the National papers.
- sue them for compensation for distress for misuse of your DVLA data. someone got £250 from CEL a couple of years ago. IIRC, CEL settled out of court.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

CCBC has told me cel didn’t respond to my defence within the 33 days and any further action would cost cel £100 of their own money which is why they say on the letter they will accept £100 less if it’s paid within 14 days. Should I contact cel or just report them? I really want to sue them but it has already caused me enough grief that I really don’t want to deal with them anymore.0

Just report them to all the places I suggested. BPA email to use is this:
steve.c@britishparking.co.uk
Steve Clark at the BPA needs to see this thread and the other one I linked in post #7 as it seems that CEL are allegedly LYING to people that 'stayed' claims are now CCJs.
That appears to me, to be fraudulent.
Show Steve the URL to this MSE thread. He reads MSE when the cases are as shocking as this one.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have reported them and sent the email to Steve.c@britishparking.co.uk. Got an automatic reply saying he’s away on business and will return to office on Monday 3rd Feb.
But from what I heard from CCBC this is a never ending thing and they can basically restart the whole process at anytime, although it might cost them money to do so but they will just transfer that charge to the driver of the claim. Is that correct?0 -
You must also report them to the other organisations mentioned. For Trading Standards you may well need to go through Citizens Advice.0

Yes I done that to grading standard and dvla0

They can re-start (unstay) the claim for £100 but they CANNOT write to you telling you that you have a CCJ. This is absolutely atrocious.
Let's see if the BPA lift a finger.
Let's see some sanctions evidence, for once. High time more PPCs were banned as their current threat to motorists is ludicrous and the entire industry needs crushing.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Got a reply from Steve Clark from BPA, after sending him copies of all my letters he replied;
My process from here will be to share this information with CEL and seek their side of the story - you will appreciate that it is only right that they have their say.
On receipt of their response, I will assess the case and share my conclusions with both parties - this can take a couple of weeks.0 -

CEL indicated you have a CCJ which is a lie
Whilst Steve Clark must hear their side, how can they defend a lie ?
It seems the same has happened again from CEL

If Mr Clark uncovers the lie then he should immediately sanction CEL and the DVLA should ban them for good0
