I think this is a genuine mistake from the seller ..
But unfortunately for you OP , you now have a useless phone.
There is NO WAY that you are getting it unlocked without them.
And before you start going round in circles like your other threads, yes - it is technically possible for Apple to unlock it, and to do so they will require you to send them the ORIGINAL proof of purchase, showing the imei number of the phone.
IF YOU DONT HAVE THAT - YOUR PHONE IS GOING TO STAY LOCKED TO THAT APPLE ID

I went into the Apple shop with an Iphone 5 that my grandaughter gave me as she had got a new one for xmas,the lad in the shop plugged it into a laptop and help me reset everything,i do not know if they could help with this problem.0

No they couldn't as has been pointed out a number of times.Things that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid0 -

The problem here isn't the lock code, it's the activation lock that pops up if the owner doesn't sign out of iCloud before formatting the phone. It asks for the email and password of the last person to be signed in to iCloud.====0 -

Is there anything that the OP could do that would trigger an email to the seller that might (if they are indeed genuine) jog their memory on the need to delete the device (e.g. a "forgot password" option or x number of failed sign in attempts using random details)?
