OP, who does the land belong to that she parks on and do you have a vehicular right of way across it?

Are any such rights granted against the strip you own? Do the deeds actually state you own it or that you have a interest in it/right of way over it or have any restrictions on its use?

Do you drive in and reverse out of the driveway?
No, we always reverse onto the drive, so the car is facing forward. She has actually moved it tonight, but it could be back in the morning. I'm waiting to see what happens next Tuesday if she continues to park there, the dustbin lorry will not be able to get down the road.

In fairness, I think the neighbour is acting reasonably, there is no malice intended, just give a knock to move the car when greater access is required.

The part of the road belongs to my neighbour opposite, she owns that half of the road, we own the half this side and my neighbour has told the girl she does not want her parking there, because she told her she is obstructing traffic. The deeds state we own our parts of the road and are responsible for maintenance of it to be used for vehicles who have a right of way over it. The deeds say nothing about parking, only that each property will be built with a a front garden, drive and grass verge which is part of the property. When our little close was built in the 50s, I don't think the developers imagined people having two or three cars.

So you think every time we want to go out in our car we should go down the road first, hope she is there and ask her to move her car.

Which means our comings and goings are dependant on her moving her car. I refuse to let the Cancer control my life and I'm not going to let some young girl who thinks she can park her car anywhere with no consideration for others control it.

    Would you?

It's not every time though and yes I do.

Unfortunately that terrible disease is controlled by fate. and I'm not going to let some young girl who thinks she can park her car anywhere with no consideration for others control it.

Again yes, she is not controlling anything , I do have similar the neighbour across the road often has visitors that partially block the drive, I simply phone and the vehicle is quickly removed, she is not being unreasonable by offering to move the vehicle upon request, that's what good neighbours do.

Maybe this needs to happen. Maybe she needs to see a demonstration of how her parking narrows the road and blocks access. If you can, be there when the dustbin lorry comes and then knock on her door to show her the issue.

Some times you get no choice in either. I feel this is the most relevant to your situation.

Just checked our deeds and the red line includes the half of the road in front of our bungalow and the reading states we own the road, although only a little bit because it's so narrow.
But how do we enforce it, according to Canterbury City Council, even though we and our neighbour opposite own the road, we would have to start legal proceedings which would be costly. We were also told we could only phone the police to get her to move the car if it was an emergency and she was preventing us exiting the drive.
It would be costly if you had to go to court. However, it shouldn't cost much to get a lawyer's letter setting out the position, telling her to desist, and explaining the consequences if she ignores it.
