I actually think that getting on the electoral roll is the least of your problems.
Despite what you say in your opening post about everything being 'above board' it's clearly not.
- You're not paying income tax on your rental income. It's probably only a matter of time before HMRC come after you about that. Particularly as you've given the evidence they need (the tenancy agreement) to anothe Civil Service department.
- Are you complying with all of the other requirements of being a landlord?
- It sounds like you've got a residential mortgage. This could cause difficulties if the mortgage company find out.
- Your mortgage is interest only. Do you have a way to repay it at the end of the mortgage term?
However, I doubt that not being on the electoral roll is the key point that will be stopping you from getting credit bearing in mind that you're currently on a DMP.0
