Hi Keith, Apologies for the delay in replying.My daughter posted the copy of the courts recent response regarding the paper hearing etc. I have computer trouble which has caused great difficulties! We have not request FOI yet because I also sent a copy of the complaint to my MP Geriant Davies letter to my AM . They responded and we are awaiting a further response from them.0

Thank you for your letter dated 27 April to the Minister for Finance and Trefnydd on behalf of a constituent who has an issue with a private parking company. I have been asked to reply.
Following a procurement process, Welsh Ministers entered into a licence with XX XXXXXXXX Ltd in April 2016 to manage the estate car parks and they in turn appointed Excel Parking Services Ltd. to carry out the day to day duties.
We have requested from XX Xxxxxxxxx Xxxxxxxxx Ltd the number of PCN’s issued at the SA1 estate (4 car parks) over a number of months and have been advised that from January 2019-November 2019 444 PCN were issued. This is approximately an average of 9.25 parking tickets issued per week. Of the 444 tickets issued a total of 6 went to appeal, of which 3 were successful and 3 were not.
Due to the Covid-19 issue and staff at the parking company being furloughed they have only been able to provide us with general information. We have written to Xx Xxxxxxxxx Xxxxxxxxx Ltd asking for them to review and subsequently confirm that they and Excel Parking Services Ltd are operating within the industry guidelines. We have also asked them to confirm with the local town planning authority that they are compliant with the Town & Country Planning legislation regarding operational signage for the car parks.
We are awaiting a response on both of these points and will write to you again once this is received.

Did everyone else either ignore or pay up (rhetorical question!)?We have written to Xx Xxxxxxxxx Xxxxxxxxx Ltd asking for them to review and subsequently confirm that they and Excel Parking Services Ltd are operating within the industry guidelines.Not sure who's being asked this, but I'm sure if Excel are replying they're hardly likely to say 'No we are not operating within the industry guidelines'! What a daft question to ask.

The Welsh Asembly have written to the company that they have the licence with.....Xx Xxxxxxxxx Xxxxxxxxx Ltd and I agree what a silly question to ask as they are hardly likely to say that they are ripping people off and making what amounts to fraudlent claims in the courts!2
