    Another update:

    My complaint to the CEO of L&Q, David Montague, was (as expected) fobbed off to the estate manager, who denied this was an issue for them:

    Good Morning [REDACTED]

    I am sorry that you have received a parking ticket from CPM.

    I can advise that you contact CPM directly concerning this if you disagree with the ticket that you have been given. On your ticket you should be able to put in an appeal and your complaint, they will answer you directly as L&Q work separately to them, I am sure they will be answer your concerns and to look into your appeal fairly

    I replied to this arguing against it, as L&Q are the landowner and have the power to instruct CPM to quash the ticket. I will continue to push them, but I'm reading a LOT of stories of disgruntled leaseholders basically being ignored by L&Q.

    I contacted Trading Standards, and received a template reply full of bad advice, as expected.

    I've asked the council to confirm that both the housing stock of the estate and the land itself are now under total control of L&Q, and to check if the roads themselves are not still owned by the council and therefore under their control. I basically asked the council to clarify who is responsible for the maintenance of the roads. No response as yet.

    I've also been in contact with my local councillor, who has actually been surprisingly helpful and has said he will discuss it with council staff in Trading Standards (who I've already contacted), the council parking team and housing. I'm not sure how much actual sway he actually has though.

    I have also complained to my council's Private Sector Housing Enforcement Team. No reply there yet either.

    Still waiting for a response from my MP.

    Basically I am complaining to as many people as possible in this early period hoping to get the ticket quashed before I get the NTK.

    I have, as advised here, not engaged whatsoever with CPM.

    This episode has basically stopped me from wanting to use this childminder ever again for fear of having to go through this every single time we do.

    I've asked the childminder to take a photo of the CPM sign, but her phone has a terrible camera and she's yet to send a clear one (she's tried a few times). I'm worried the vehicle will receive another ticket if anyone drives it there (it isn't that close to my home address), so am loathed to try and get my own photo.

    I guess now I wait and see if the PCN is quashed and then I will return with an update if (when) I receive an NTK.

    Just thought I'd keep a record of actions taken here if I do.

    Why not follow up this weekend, by email, and brightly tell him what your Councillor has done...!

    And ask what weight he is prepared to add now, to stop this scam affecting so many constituents, as there is NO APPEAL worth trying with UKCPM and they sue everyone.

    Most HAs have charitable status They should not be getting into bed with notorious scammers so a complaint to HM Charity Commissions may be on the cards.
    You never know how far you can go until you go too far.

    So, this is a bit murky. I can't find anything for L&Q on the HM Charity Commissions website. L&Q's Privacy policy page (link not allowed as I'm a new user) states:

    London & Quadrant Housing Trust (L&Q) is a not-for-profit housing association and exempt charity. We are regulated by the Regulator of Social Housing (registered number L4517) and the Financial Conduct Authority (registered number 30441 R).     Okay, I have now received a Formal Demand from CPM (presumably this equates to a NTK?). What's the next step - do I use the template from the newbies thread, but add something about Jopson v Homeguard?
    I'm still in contact with two MPs (mine and the childminder's), so I guess I should also inform them that I have now received a final demand?
    Complaining to L&Q directly was about as useful as a chocolate teapot.

    If this is the first notice through the post, then it is THE NtK. there is only one
    If you have alreqady recieved letters through the post, then this is just a reminder.

    To clarify, did you appeal the NTK as advised? It's the second stage IAS appeal  kangaroo court that should be ignored, not the initial appeal to the scammer. There is nothing stopping you making a late appeal if you did not do this, but it will probably be rejected for being too late. You will lat least be able to show a judge you tried to resolve this issue should it get to court.
