On the home page, scroll down and on the right hand side you will find a To Do list.

Maybe, it did go from 95% and then 100% completed screen flashed up (but didn't have enough time to take a screen shot) before the "you don't qualify for this survey screen" came up.

Is it normal to still have no points after a hour??

Click and Earn's a relatively recent development, not sure that there is a normal yet. On Android, if it seems to be taking a long time I switch to other apps, don't know that it makes a difference, but I feel like I'm doing something.

Well, at least on a desktop it's only on the right if you turn your screen upside down!
Otherwise you can see it on the left and there are 8 things to do. Any 6 of them gets you the first level bonus, which yesterday was 2 SB, and if you complete all 8 then you also get the full bonus, which yesterday was 8 SB.
The amounts vary each day from about 1-4 for the first level and 1-10 for the second, but normally somewhere in the middle.

Leave it longer!

I guess it picks up some extra SBs and can help reach the daily goal, but am not in favour of bothering with things that pay such really low amounts for the time involved - even videos running in the background - and it's the same with low-paying surveys.

Surely if enough people decided not to bother with those they'd have to improve the rate of pay, so I think by doing them and just picking up whatever you can regardless it keeps the rate very low.

And if you need every cent then maybe shop around for better rates at other sites.
