The OP is a hospital contractor, invited to the Hospital to provide a vital service, wich is distinct form touting for regular taxi buisness and as such shoould not be punsihed for this, the OP also provides a similar service ( if not the same) to other hospitals without issueOnly one hospital in particular has been a problem
andI am not on the hospital premises for long but I sometimes go over the 20 minute waiting limit while looking for patients that are not where they are supposed to be or they are delayed waiting for a doctor to discharge them or awaiting medication.
So lets stop beating aout the bush with what ATA this that or the other PPC belongs to, the OP is not in the car park to park up, the OP is there to pick up patients as part of the NHS hospital transport service.
If the OP also runs a taxi service whilst not on NHS duty, then any aditional time tied up at the NHS site will hurt the standard taxi buisness.
I'm also guessing that the OP while carrying out the NHS hospital transport service work is paid a fixed rate and most likly wont be renumerated for extra time as a result of having to faff around due to the Hospitals shortcommings such as patients not being where they are supposed to be, overrunning apointments and so on.
The NHS relies heavily on good will, whether that being a community group fundraising for a scanner to help with cancer care/treatment, Nurses staying beyond their shift, unpaid to provide extra care for criticaly ill patients, a charity group maning the tea shop/snack bar, and those helping to get people on the road to recovery off site so incommming patients can be treated.
No one who has to visit a Hospital should find themselves at the end of the usual PPC bullshyte and bullying, and the OP should be getting help and assitance in sorting out the issues at the one ( of amny) hospitals that he or she provides this essentail service toFrom the Plain Language Commission:

Simple solution: refuse to drop off there in future. Make them use ambulances who won't get tickets.0

Even simpler solution which won't potentially involve the OP losing their source of valuable income, nor cripple them financially attempting to earn an honest crust.
Park up in the car park, and may the small parking fee on exit.
Perhaps the OP's customer will actually pay the small price of doing so, but if not, it'll be tax deductable as a legitimate business expense.
This could all have cost less than a tenner, compared to possibly the £400+ fees the ombudsman has already considered were appropriately charged.
Not to mention all the stress, anxiety and inconvenience the OP has no doubt had to endure as a result.0 -

But either way it doesn't really matter. I don't know if you missed it in all the nonsense that has been going on here, but I have tried to assist the OP by suggesting they simply follow the rules we all are expected to follow, not to leave their car inconsiderately, but park up in the car park when they need to stay longer than the 20 mins otherwise permitted for dropping off, and pay the relatively tiny parking fee when they leave0 -

IMO PE are likely to lose any court claim against a well constructed defence attacking their signage.
My wife recently acquired a PE ticket which they cancelled as soon as I did so.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
