No POPLA Reference Code provided

Hoping someone can help. I received a rejection letter from a PPC in response to the template appeal letter for BPA and IPC members I recently sent.

However I have just noticed that the rejection letter I received does not include a POPLA Reference Code in the space provided for one in their letter.

In this letter, dated 02/12/2019, it states that “the appeal must be received by POPLA within 28 days from the date of this response”. I make this 30 Dec 2019 (tomorrow :doh:).

I know I have cut this very fine, but does anyone know what should I do?

    Why not tell us which parking firm you're dealing with. The crystal ball I was given for Christmas is FUBAR and has had to be sent back!

    I don't think they are the parking firm, they just provide a back office function for administratively inept PPCs.

    Who are they acting for - read their correspondence carefully?

    As above. PCS are not the parking company. We need to know who that is and whether you appealed to them. You won't get a PoPLA code from PCS so it looks like you may have missed the initial appeal deadline to the parking company.

    On the rejection letter only PCS is mentioned, in the signature block at the end of the letter. Letter is not even on headed paper.

    Having checked the Notice to Keeper and the (windscreen) PCN I received, the PPC is Parking Ticketing Limited.

    Did you appeal to PTL? If so, did you appeal within their made up deadline? Did you reveal the driver's identity if you appealed?

    At last.

    PTL have previous form for not providing a POPLA code. Do a forum search on keywords 'PTL no POPLA' and check out previous cases. Then it's a complaint to the BPA and DVLA.

    You have to appeal by post if you want to make a keeper only appeal as that option is not available online.
    Complaints to the BPA and DVLA should be made about this.

    The only online options are: -

    I am the keeper and was driving the vehicle
    I am the keeper but was not driving the vehicle
    I am not the keeper but was driving the vehicle
    I was not driving the vehicle nor am I the keeper
