So we finally received a response from ukcpm.

She was trying to find out parking details from the signage that she’s sat right next to. The photos are time stamped so she was sat in the car for less than three minutes before driving off. You can even see her in the car leaning over to read the bloody signs!!

She said she noticed the person taking photos and asked them where she could park locally and if she was going to get a ticket as she was trying to figure out the signage. He said no he wouldn't process anything, which was clearly a lie.

Now we have the pictures of the actual “offence” what would you recommend  the next steps be? We have had a 14 day notice to pay from Trace which we have against ignored.

    Thanks in advance.

You store those and use them later at court as evidence that the PCN was predatory and no grace period was allowed for her to read the signs.  The person receiving the letters (you or her?) will win in court, in the end, as long as they update the PPC of any change of address in the meantime to make sure a future court claim is not missed.

That is when the person wins, and it's really exhilarating and satisfying to win at your local court against a scum rogue parking firm and their hapless legal rep!

    Ignore Trace.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you so much for the reply and all of the help. I will keep the images and await them to send us a court claim letter and I will update you on how that goes if it gets to it.

Again, thank you to everybody for your time and help and I hope you’re all staying safe during this time.
