I am not legally trained but I cannot see anything in that covenant that relates to the appointment of a PPC to manage the car park. It seems to be more of a maintenance covenant which is what you would expect especially where there are parcels of freehold land.

It's not really a lease but a covenant and is more common now on modern housing developments. They form part of the conveyance even with freehold property. They are usually for the purpose of maintaining the estate such as if there are private roads, public gardens etc.
The OP's property is a freehold house with freehold parking spaces and the PPC are suing for parking on their own land. There is definitely not landowner authorityYou could not make it up.
