2 parking areas on one hospital site. Got wrong ticket

Heres one I havent found an answer to yet.

I attended the Exeter hospital on the 27th Nov 2019 for surgery on a damaged tendon. We had parked in the Wonford House carpark, and got a ticket from the nearest machine. On return to the car, we found that we had received a Premier Park charge notice for failure to display a valid ticket.
I caught an attendant as he was changing the roll in another machine to find what we had done wrong. He said that we had used the wrong machine, from another car park.
The one I had used was at the other end of a short path across a small grassed area, No fences or barriers.
All parking signs state NHS on them, but apparently the car parks are controlled by different companies. Despite being on the same grounds, and on joining roads.

I realise I may have made a mistake by appealing already. Stating the above, and also providing photos of the path, and machine used. Even one of their pictures showed the machine. Plus scans of the ticket, with no mention of only being valid in certain areas.

I have received an email today asking for a scan of my V5 to prove I was the registered keeper at the time. I have been careful to avoid saying who was driving, but with the hand surgery, it shouldn't have been me. I don't see why they would need it if they have access to the vehicle records through BPA.

What should I do next? I have not sent a copy of the v5. I have until Jan 3rd.

Any help much appreciated. I'm off work for at least another 8 weeks, so can't afford the fine really. But, I do have time to fight it ;)

    I'm back at the hospital for the last time tomorrow.
    Is there any more picture evidence that could be helpful at all?

    OK, well good photo evidence of that can win at POPLA.

    I would send them a scan of the V5C, yes, deliberately waiting till the period between Xmas and New Year to supply it on a non-working day/weekend by email.

    That way, they will be slower to reject the appeal and you will get closer to day 56 and might not get a NTK.

    Trouble is, you've probably already blabbed bout you being the driver...aaarghh!

  • I was very careful not to state who the driver was in the appeal ;) There was no way I could have driven it home at least, due to the surgery.

    Are you familiar with the NHS parking principles for staff patients and visitors?
    have you used the NHS Principles to draft and then complain to the NHS trust

    Have they complied?

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Have you contacted the hospital's PALS team (Patient Advice and Liaison Service)? They can help if you talk politely to them and explain how easy it is to confuse the car parks and the respective ticket machines, especially when stressed about an imminent surgery scheduled that morning/afternoon soon after parking the vehicle.

  • Unkomaas, I have contacted the PALS team for both parts of the hospital. They both replied that I should appeal, but couldn't do anything. I may try them in person tomorrow.

    The Deep, I have emailed the MP for Exeter. I am in a different constituency in North Devon, so will message mine as well.

    Half_way I have had a quick look. I will try on the grounds of being temporarily disabled

    Do try PALS until they cancel.

    Glad to hear the appeal didn't say who was driving, good! So do as suggested and take your time replying to their question, as you want to get to day 56 without them sending a NTK. Maybe ask them why they want to see your V5C first - string it out.

    I have just read through the email asking for the V5. I have noticed an error. They have put the wrong year on the required by date. I have copied the message below. Should I message them about it, or is it something that I can use in my favour? They also spelt my name wrong. lol

    We write in reference to your online contact form and would now request that you submit evidence of your V5 to prove you were the Registered Keeper of this vehicle on the date of the contravention.

    This must be submitted by filling in a new contact form at appeals.premierpark.co.uk. Please ensure that your attachments are no larger than 2.5mb per file. The accepted file types are: GIF. PNG. JPG. PDF. DOC. DOCX.

    We will allow you until 3rd January 2019 to submit this evidence.

    Please be advised that if we do not receive evidence of your V5 from you by the given date, we will take the PCN off hold, remove your details and the enforcement process will continue.

    It might mean they will hand over the recovery of their charge to a debt collector - totally powerless, they can only send you letters.
